currently i am having alertpay account but i want send money to my friends paypal account is it possible?….give me the procedure in step by step

i live in egypt. when i sign up for a moneybookers account, i reach step 3 and when i fill the form and click on next, a message appear saying :”THANK YOU FOR YOUR INTEREST IN OUR SITE BUT WE ARE UNALBE TO ACCEPT YOUR REGISTRATION AT THIS TIME”
can anyone tell me why this appears and how can i deal with this.

I can’t add credit card in verifying account step.
Because my CreditCard(Visa) is exp. in year 2016, but the max year in the box list just have to year 2015.

How to resolve this problem???
Help me please.
