Can you dispute a sale if you pay for and item and never receive? Is there buyer protection involed in the sale for consumers?

My cousin is having a birthday soon and I would like to make a present for him.
I want it to be something special. For example cosmetics packed in gift wrap with a card inside for his wife.
Please let me know what you can offer. Also I want to send $900 via Western Union wire transfer as an additional money present
for my cousin. The only problem
is I want to make them surprised and don’t want them to know that the present is from me
to let it remain a surprise.

I bid on a car on eBay and met a BUY NOW PRICE. I recieved email from seller that if I wanted to buy car he would secure through Yahoo Finance Dept and open a Transaction case. How this is supposed to work is I’m to send money through Western Union to Yahoo Finance and they would hold money and wait till I contact them and OK shipment of car then they would release money to seller if I didn’t except car they would not send money to seller and return money to me within 3 days. I have recieved two email letters from Yahoo Finance verifing this but I’m still not sure. Do to the type of car and the price. Can anyone help me. Goody

I have a few informational and how to articles that I am thinking of selling on ebay. I’d like to be able to email the winner buyer an email with an link to automatic download of the article. But, I don’t know how to set this up.

These bears are 20-24 inches tall ( I want a buyer) in excellent condition I do not have the room for them in my house.

Can i use Paypal to sell information online that will be sent or downloaded by my buyer as soon as they pay? I am thinking about selling backgrounds and i was wondering if i can let my customers download the background as soon as they have paid, i dont want to use any subscription stuff. is there any other things i can use to solve my problem or is there a way to do it through paypal?

I purchased a website from ebay. The seller hosted it, and, put it on the internet. What steps do I take now? It is a list of ebooks (package and sell individual sets.) However, the seller still has his address to accept the payments if a prospective buyer would order from the package. I was told to ftp or link to MY email address. How do I do this???
