What happens if you arrange a purchase with someone and use paypal to pay them, but they do not send the item?
What is to stop them from sending an empty box? What if the item is broken, or clearly not as valuable as it was said to be? I know you can raise a paypal dispute, but I’m not very confident that I would be able to avoid a scam. How do situations like this usually end?

That’s one of the drawbacks of internet commerce. In economics, markets only work good if there is mutual trust. There are too many scammers on the internet = declining trust. See the thing is, the internet is pretty much OK for e-commerce as long as you use a site like amazon.com or safeway.com, etc. Reputable names. They DON’T take PayPal. Sites like eBay and individual online sellers who want PayPal or a wire transfer and cr*p like that – you are just setting yourself up to be scammed.
