What happens to the seller? When that happens does paypal/ebay lose money?

The seller gets suspended off ebay and most of the time their account is deleted by ebay.
No paypal/ebay doesn’t lose money because they work together to get it back from the seller.
If you paid with paypal just file a dispute for the item being different from how it was described. From the dispute, it would only be you and the seller communicating but I advise you to raise it to a claim so paypal can decide. Paypal ALWAYS gives the buyer the chance to send the item back within 7 days with a tracking number and when the item reaches the seller then the money will go back into your account.
You can also file a dispute on ebay but it would be faster going on paypal. =]
Don’t worry you will get your money back regardless of if its returnable or non-returnable.

You file a claim against them, and assuming you paid with Paypal, you get refunded your full purchase price.

On Ebay’s side all they do is give the person that takes your money a "Black Mark" They don’t even ban them or anything. To get your money back you need to file a claim with pay pal (Hopefully you payed using them) and print out this sheet and mail or fax it into them and they will transfer your money back to your pay pal account until the seller can PROVE they shipped the item or whatever they did. They can do this by getting a confirmation code.

For newer sellers, paypal will hold the amount of the transaction as "pending" for 21 days or until the buyer leaves positive feedback.
